U.S. stocks closed higher on Tuesday ahead of the Federal Reserve's interest-rate decision. The S&P 500 reached a new all-time high, rising by 0.6% to 5,178.51 points. The Dow Jones Industrial Average gained 0.8%, with its largest one-day point and percentage increase since February 22, closing at 39,110.76 points. The Nasdaq Composite also rose by 0.4%, ending at 16,166.79 points.
